How does China plan to grade 1.3 billion people?

If you’ve read the news recently, you might have seen an article about how China wants to grade its people based on a “good or bad” system. Essentially, it means that you’ll be able to rate others on how good of a citizen they are, and they will be able to rate you back. But how does the giant country intend on accomplishing this feat for all its citizens?
