Are you watching Meerkat and Periscope? Your police department is

Live video streaming isn't really anything new. Many, many years ago (19, can you believe it?) a young lady named Jennifer started broadcasting her daily life, warts and all, on a live webcam called Jennicam.

Since then, there have been plenty of other platforms for live streaming video, such as LiveStream, Ustream and even YouTube can do it. What's changed, however, is the equipment.

Back in the old days, you needed a hefty video camera, a special video converter box and a full computer. That was a lot of stuff to lug around.

Today, you can instantly stream video with a smartphone and an app. In fact, there are two apps taking the live-streaming world by storm as we speak.
