The U.S. Department of Transportation tracks the number of mishandled bags, and that doesn't just mean the ones that never show up again. It also includes "lost, damaged, delayed or pilfered baggage."

This chart shows only luggage that's been lost on domestic U.S. flights, not just the stuff that's been mishandled.
Envoy Air, previously known as American Eagle, is the worst offender with mishandled bags. For every 1,000 passengers that board the plane, about nine bags go missing.
Southwest, American, United Airlines and US Airways are in the middle of the chart with about 4-5 bags that are mishandled for every 1,000 passengers.
