It looks like somebody at the NSA was imbibing before tweeting, but something more interesting was going on.

Nope, nobody was drunk. Nobody's toddler got hold of the phone. It was a secret code!
The NSA was seeing who could decrypt the simple code, and they had some words for the solvers.
"Want to know what it takes to work at NSA? Check back each Monday in May as we explore careers essential to protecting our nation."
It was a substitution cipher - each letter being substituted for another letter. The spaces didn't matter.
Why go to all this trouble?
An NSA spokesperson told NBC News that the coded tweet is "part of recruitment efforts to attract the best and the brightest." If you've ever dreamt of doing puzzles for the government, now is your chance to apply.
